Responsible research
Quantum cryptanalysis has consequences for the people and systems that rely on public-key cryptography. Authorization and disclosure are part of the work.
Our proposed research boundary is to use synthetic keys, public challenges and explicitly authorized experiments. Access to a public key does not grant permission to recover it, and permission to investigate does not authorize an asset transfer.
Findings that could affect deployed systems require coordinated disclosure. Before any recovery operation, we need a process for establishing authority, reviewing ownership claims and returning assets. That governance framework is still in development.
